This is Montana’s Department of Administration , Public Safety Radio Communications Program.

Read page 55 as number in the document, it will be page 63 as viewed in Acrobat. It actually covers Amateur Radio in the communications plan!

Happened across it as the Assistant Training Officer with Black Eagle Fire Dept as I was handed this booklet. I was pretty surprised to find amateur radio listed!
